ROLE PURPOSE:
The Program Manager will lead field office level program implementation activities of YSTC in Central Sulawesi Emergency Response. Duties of this post holder include ensuring all program activities are implemented according to plan and at a high-level of quality; all reporting and planning is completed in a timely manner and at a high-quality; all communications are completed in a timely and accurate manner; we coordinate well with key external stakeholders; all child safeguarding controls are enforced; and financial and administrative management adheres to YSTC and donors policies, regulations, and good practices. The post holder will also lead on technical sector planning at field office level and ensure advocacy work with key government stakeholders to achieve positive change using evidence from our program implementation as the basis. S/he will represent YSTC program implementation team when required and support program development and emergency preparedness and response. S/he will be required for travel to field locations and support for hosting donor visits.
The post holder will contribute to achieving the global KPIs on Operations Delivery as follows:
Oversee ongoing development and emergency programming of the existing portfolio at field office level in order to achieve ambitious breakthroughs for children.
Ensure continued development and management of a high performing program implementation team.
Contribute to development of strong partnerships.
Contribute to effective advocacy for children and collaborate with other departments to implement advocacy initiatives that support the theory of change.
Help build a strong brand for YSTC by ensuring compliance with global brand procedures and awareness of brand in local market.
Contribute to ensuring financial sustainability and growth orientation in the funding portfolio.
In the event of a major humanitarian emergency, the post holder will be expected to work outside the normal job description and be able to vary working hours accordingly.

Central Sulawesi Emergency Response of YSTC works in 4 districts with a current staff complement of approximately 100 staff and current expenditure of approximately 20 million USD. The program manager will be responsible for field office level program implementation. The responsibility includes ensuring high quality program implementation in the sectors of Education, Public Health, Child Protection, Food Security and Livelihood, and Shelter and Infrastructure.
KEY AREAS OF ACCOUNTABILITY:
General Management
Be part of Central Sulawesi Emergency Leadership Team.
Be part of the overall management of Indonesia National Office.
Help develop organizational culture that reflects YSTC dual mandate (humanitarian and development) values; promotes accountability and high performance; encourages a team culture of learning, creativity and innovation; and enables our staff to deliver outstanding results for children
Provide feedback on issues of cross-cutting importance to YSTC including financial management, communications, advocacy, and human resources.
Help establish, maintain, and improve active and regular working relationships with: host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs.
Share good practices and lessons learned from program implementation in Central Sulawesi Emergency Response with other program implementation and operations staff.
Program Implementation and Quality
Be responsible for field office level program implementation in Central Sulawesi Emergency Response to be of high quality and in line with the objectives of the country strategy, thematic and area strategies and Quality Framework.
Work with PDQ (Program Development and Quality) Team to identify new program ideas and assist in developing new concept papers and proposals.
Ensure integration of Child Safeguarding into program work as per foreseen design (including proper risk assessments of program activities with mitigation measures) to ensure safe environment for children.
Serve as main budget holder; manage and support sub-budget holders for individual programs and grants.
Ensure field office level programs are implemented in ways responsive to the communities, and children in line with YSTC principles, values and strategic plans, and following YSTC compliance procedures. These include working with government and non-government partners and other stakeholders to strengthen national capacity.
Participate in assessment of new implementing partners for field office level programs, transparent selection methods and capacity building in line with Save the Children Partnership Principles and in close collaboration with Awards team. Together with Program Coordinators, assess the capacity of and strengthen in an integrated way any implementing partners.
Support program staff in implementing program to be in line with the quality framework and benchmarks, including monitoring, evaluation, accountability and learning.
Ensure timeliness and quality of donor reports of implementing programs at field office level.
Link closely with MEAL and PDQ teams to share thematic learning and champion best practices from other programs at other program locations.
Financial Management:
Together with Program Coordinators, develop annual program budgets, and budget forecasts of programs at field office level.
Regularly monitor budget versus actual (BVA) expenditures and proactively propose any modifications to expenditure plans and projections to achieve KPI target
