This position is accountable for the following :

Construction Strategy

• Development of Construction Execution Strategy, including identification and exploitation of the synergies between two concurrent but staggered projects.
• Ensure the construction strategy is aligned with all internal stakeholders and documented with high quality;
• Work with Project and Procurement to develop the Sub-Contract Execution Strategy;
• Lead development of modularization, pre-assembly, pre-fabrication strategy;
• Work with Project Controls Managers to develop construction planning and progress measurement and reporting strategy;
• Lead development of site materials planning and management strategy. Enablement of site materials management with deployment of infrastructure, tools, procedures and resources;
• Lead development of Completions Strategy. Enablement of Completions with deployment of infrastructure, tools, procedures and resources;
• Lead development of SIMOPS Strategy;
• Look for synergies across the different projects, and ensure harmony in the level of efforts (i.e. use of resources, cranes, scaffolds, etc.);

Construction Planning & Enablement

• Ensure that the Project EHS Plan and related procedures are consistent with Company policies and procedures, are fit-for purpose in the Indonesia environment, support the project’s cost and schedule KPI’s, are aligned with key project and functional stakeholders, and are comprehensive and developed to a high standard;
• Develop the construction organization and staffing plan and drive the construction resourcing, with the close support and coordination with GEMTE Asia Manager of Construction.
• The organization chart and resource plan shall be based upon the guiding principles of (i) cost effective and fit-for-purpose;
• ii) a Chinese-led construction team, that exploits Company’s air separation and gasification execution experience in China;
• iii) Indonesian staffing that works on the principle of preferentially filling positions with Indonesian staff where the required skill set is available in the market, and that fully supports local content regulations and expectations;
• iv) by exception, supplementary western resources only in the key leadership cases where the required skill set is unavailable in the Chinese and Indonesian markets;
• v) ultimate capability of the team to cost effectively manage a mixture of predominantly Indonesian and Chinese sub-contractors to deliver the construction KPI’s;
• Ensure the training and competence of all construction supervision team members. Maintain the team’s training compliance and continuous development;
• Resource, coach, develop and performance manage the Indonesia construction and construction safety management team;
• Implement constructability reviews and checks to ensure best schedule and cost-efficient construction execution. Ensure engagement of key construction resources in all major design reviews.
• Plan, implement and record the constructability review program. Ensure constructability considerations are fully integrated into the design;
• Ensure construction planning is in place during early project developing phases (conceptual and detail design);
• Lead development of construction sequence;
• Lead development of construction Level 3 schedule;
• Support Construction Readiness Reviews 1, 2 and 3;
• Support and Lead Advance Work Packaging (AWP) initiatives and Path of Construction;

Construction Execution

• Work with the Global and Regional Functional Management to ensure that Work Processes, Procedures and Standards are available, applied consistently and followed in a disciplined manner;
• Drive world class construction EHS performance and lead to ensure the prioritization and implementation of Company and Project level EHS policies and procedures.
• Drive the establishment and continuous improvement of the site safety foundations, establishment of EH&S culture, ensuring that EH&S is prioritized above all other considerations, while still managing and achieving the subordinate critical success factors;
• Provide leadership in Crisis Management and in incident investigation;
• Accountability for planning, executing and auditing compliance with legal, permit and Company mandated environmental, health and safety obligations throughout construction;
• Overall accountable for delivering a completed project construction safely, with good quality, on schedule and within budget;
• Proactively identify and drive construction cost improvement opportunities continuously throughout construction planning, design and construction execution;
• Participate in construction contractor bidding activities, including : pre-qualification, reviewing construction scope of work, construction specifications and construction schedule, attend clarification meetings, review bidders’ proposal, participate in evaluations for contact award;
• Approve payments, claims, change orders in accordance with the Delegation of Authority;
• Provide high quality, transparent and accurate construction reporting and forecasting for use at project up to executive level;
• Evaluate and document contractor’s performance at construction completion;
• Ensure construction lessons learned, best practices, synergy opportunities, resource continuity and general knowledge transfer opportunities are fully exploited between the two Indonesia projects and more widely with the Asia EPC organization as appropriate;
