Position Summary & Job Purpose:

Tetra Tech was awarded the USAID Sustainable Energy for Indonesia’s Advancing Resilience (SINAR) project from January 2021 to January 2025. SINAR seeks to advance Indonesia’s development goals in expanding reliable and equitable energy services necessary for sustainable development and inclusive economic growth. To achieve this goal, SINAR will focus on the following areas: 1) Accelerating deployment of advanced energy technologies, 2) Improving performance of energy utilities, 3) Applying procurement best practices, and 4) Establishing an institutional framework and capacity for energy sector transformation. By achieving this goal, USAID will contribute to Indonesia’s Sustainable Development Goals and 2020-2024 National Medium Term Development Plan.

We are looking for an experienced Gender and Inclusion (GESI) Manager to work as part of the Strategic Programs team, specifically in knowledge management, reporting, and communication of SINAR GESI work to capture and socialize learning, achievements, and progress both internally and externally. This position will also support SINAR in socializing and boosting commitment to GESI across the program through a combination of internal and external events and learning sessions, support for teams, and documentation. Position responsibilities:

  • Manage the implementation of GESI activities in SINAR’s Annual Workplan 2023-2026.
  • Provide technical assistance to national and subnational teams in mainstreaming GESI approach into their activities/programs, including support to review programs guidelines, draft regulations, activities TORs to ensure GESI principles are included where relevant
  • Support national and subnational teams to gather and analyses good practice, learning and data to inform programs improvement in Performance Review, Quarterly and Annual Review discussions. Follow up to ensure national and subnational teams document changes in management information system related to their GESI works.
  • Support Strategic Programs Lead and objectives Team in capturing lessons/stories of change with focus on the role of SINAR, change brought about and key results that contribute to SINAR’s framework.
  • Proactively identify and facilitate targeted GESI events within SINAR at national and subnational levels (for example including International Women’s Day, Kartini’s Day, Energy Day) as well as periodic learning events that highlight SINAR’s work and bring learning and good practice from other programs and cross institutions (to promote peer learning). Explore other options to boost commitment to GESI, for example initiatives that identify and celebrate GESI Champions, or promote peer learning.
  • Contribute to gathering and analyzing data and information on GESI Activities across the SINAR portfolio, to generate knowledge and evidence at the SINAR level so that SINAR can effectively report on performance against the GESI Strategy.
  • Conduct field missions to monitor GESI implementation and performance, providing practical recommendations for improvement and following up to check on progress. Involvement in missions may also include helping to arrange field missions, including those involving government, donors, and other partners with a focus on monitoring and show casing of GESI progress.

Essential KSA’s required (experience, skills, education, certification, etc.):

  • Bachelor’s degree in a relevant field such as Gender, Social Studies, Legal Studies
  • Minimum of 10 years relevant experience in community or development programs, working with Government of Indonesia
  • Demonstrated experience adapting and providing practical support governments to utilize various tools and approaches that support gender equality and inclusion.
  • Ability to work independently and set priorities, take initiative and work well as part of a team.
  • Written and verbal communication skills of a high order able to develop good drafts of reports and analysis in a clear, concise, and convincing manner.
  • Interpersonal communication skills of a high order able to forge relations easily with a range of stakeholders including for example: civil society, government, donors, development partners and private sector.
  • Well-developed skills in project management including project planning, budgeting, and forecasting.
  • Fluency in Bahasa and English languages.
  • Understanding of gender equality and social inclusion issues.

Valued but not required KSA’s:

  • Indonesian national
  • Familiarity with USAID procedures and practices.
