Project Summary:

The six-year USAID-funded Harmoni activity will promote tolerance and inclusion and reduce the risk of violent extremism. Harmoni will focus support on interventions that are narrowly targeted towards communities and individuals most at risk of radicalization, with a mandate to build the resilience of key Indonesian institutions – governmental, civil society, religious, and community-based – that represent the frontline in preventing violent extremism in Indonesia. Position Summary:

The Strategic Communications Advisor will coordinate communication and social media activities to market successes and learning throughout Year 6 of the Harmoni program. The Advisor will also work closely with the technical team to conceive and oversee Harmoni’s communication strategies to promote prevention of violent extremism and social cohesion in Indonesia. The Advisor will collaborate with Harmoni staff, USAID, and Harmoni partners/grantees on branding, marketing, and dissemination of information to key stakeholders. This position is a short-term position, with approximately four months of LOE between October 2023 and October 2024.

Responsibilities:

  • Review and implement strategic communications strategy for all Harmoni priorities.
  • Develop evaluation on strategic communications-related aspects of intolerance and extremism in Indonesia, and to gauge Harmoni efforts in addressing those aspects, and in achieving project objectives.
  • Draft strategic communications sections for all Harmoni deliverables, including success stories and review of monitoring evaluation and learning (MEL) data.
  • Provide capacity building to staff and grantees on strategic communication and social media.
  • Head on awareness raising and strategic communication activities, including working with local entities to develop social media campaigns and interventions.
  • Produce activity reports and technical briefing documents, as requested by the Chief of Party.
  • Design and deliver strategic communication training and coaching for grantees, government partners, and Harmoni staff.
  • Develop and interpret ongoing analytics related to VEOs’ online influence, project media, and communications.
  • Help shape and oversee grants and subcontracts relating to strategic communication.

Qualifications:

  • Bachelor’s degree required. Master’s degree preferred.
  • Minimum 10 years of relevant work experience required.
  • Experience managing strategic communications both on- and offline, especially dealing with sensitive issues and at-risk communities required.
  • Experience working with international donor organizations and programs preferred.
  • Knowledge of and experience with topics covered in the Harmoni scope of work, such as violent extremism and intolerance, enhancing community resilience, capacity building in countering violent extremism for civil society and government agencies, education, and the rehabilitation and reintegration and of former terrorists preferred.
  • Ability to produce materials relevant to different audiences including donors, government agencies, civil society organizations, education institutions, target communities, and the public required.
  • Ability to work on own initiative with limited direction, to meet tight deadlines, and to prioritize among multiple tasks required.
  • Strong analytical, communication, and interpersonal skills required.
  • Strong ability to synthesize material to improve accessibility required.
  • Strong ability to manage and be flexible in challenging circumstances and ability to work as part of a team required.
  • Fluent speaking and writing skills in English and Bahasa Indonesia languages required.
